Awaab's Law Phase 2 Comes into Force 30 November 2026 — What Contractors Need to Know

Awaab's Law Phase 2 comes into force on 30 November 2026, extending the legal timeframes for investigating and remedying hazards in social housing beyond damp and mould to additional categories under the Housing Health and Safety Rating System (HHSRS). For contractors working in social housing maintenance, the clock is already running.

What changes on 30 November 2026

Phase 1 of Awaab's Law, which came into force in October 2025, set mandatory response timeframes for damp and mould: landlords must investigate within 14 days and complete emergency safety work within 5 working days. Phase 2 extends those same obligations to additional HHSRS hazard categories — meaning more property defects now carry the same legally enforceable response windows.

Phase 3, expected in 2027, will bring the full set of 29 HHSRS hazard categories into scope.

What this means for contractors

Social housing landlords facing tighter legal deadlines will be under pressure to move faster and document more. Contractors who can demonstrate compliant equipment and processes — and turn up with the right kit — will be in a stronger position than those who cannot. The regulation creates urgency at the landlord level that flows directly to the contractors they use.

For mould remediation specifically, H-Class dust extraction is required under COSHH 2002 for any work that disturbs mould-contaminated material. This is not new — but enforcement focus on housing hazards is increasing alongside Awaab's Law, and contractors without H-Class equipment on site are exposed.
