Waste Carrier Permit Reform 2027 — New Requirements for Cleaning and Dust Extraction Contractors

The Waste Carrier Permit Reform coming into force in 2027 tightens the requirements for businesses that transport, handle or are responsible for controlled waste — including the dust, debris and contaminated materials produced by cleaning and dust extraction operations. For contractors who generate and move waste as part of their normal working day, the reform changes what a valid waste carrier registration looks like and what evidence of compliance is required.

What the reform changes

Current waste carrier registration under the Environmental Protection Act 1990 and the Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations 1991 is being overhauled. The 2027 reform introduces tiered registration based on waste type and volume, stronger evidence requirements for exemptions, and expanded enforcement powers for the Environment Agency and equivalent bodies in Scotland, Wales and Northern Ireland.

For cleaning contractors, the key question is whether the dust and debris collected during extraction work — particularly from M-Class and H-Class operations involving silica, asbestos-contaminated material, mould, or construction dust — is classified as controlled waste under the reformed framework, and whether the contractor's current registration covers it.

What contractors should be doing now

Review your current waste carrier registration and confirm it covers the categories of waste your extraction operations produce. Check whether any exemptions you currently rely on remain valid under the reformed framework. Document your waste handling procedures — the 2027 reform places greater weight on evidenced compliance rather than registration alone.

Contractors working in social housing, healthcare, construction and facilities management are most likely to be affected, particularly where H-Class extraction operations produce hazardous waste streams that require separate handling and disposal documentation.

V-TUF dust extraction for compliant waste management

Correct dust extraction equipment is the starting point for compliant waste handling — capturing hazardous dust at source rather than allowing it to become a secondary waste stream. V-TUF M-Class and H-Class extractors, combined with longopac continuous bag systems for sealed waste disposal, support a documented chain of custody from extraction to disposal.
