Facility Cleaning Compliance Framework — Industrial Cleaning Audits and Regulatory Requirements

Industrial and commercial cleaning operations are subject to a growing body of regulation — not just the health and safety of cleaning operatives, but the indoor air quality of the environment being cleaned, the disposal of wash water, the classification of dust extraction equipment and the infection control standards in sensitive environments. A facility cleaning compliance framework brings these together into a single auditable process.

This page maps the key regulatory requirements for industrial and commercial cleaning operations and the equipment specifications they demand.

The regulatory framework for industrial cleaning

Regulation What it covers Equipment implication
COSHH 2002 Hazardous dust, biological agents, cleaning chemicals M-Class or H-Class extraction. Classification mark required.
PUWER 1998 Work equipment suitability, maintenance, inspection Cleaning equipment must be suitable for the task. Inspection and maintenance records required.
RIDDOR 2013 Reporting work-related injuries, diseases and dangerous occurrences Occupational lung disease from inadequate dust extraction is reportable. Silicosis, occupational asthma.
Environmental Permitting Regulations 2016 Discharge of trade effluent to surface water or sewer Wash water from industrial cleaning cannot be discharged without consent. Containment and treatment required.
Indoor Air Quality Regulation 2027 Measurable IAQ standards in occupied buildings M-Class minimum for general occupied building cleaning. Air scrubbers for ambient management.
Awaab's Law 2025 Mould remediation timescales in social housing H-Class extraction and air scrubbing required for compliant mould remediation.
HSE L8 / Legionella Water system Legionella risk management Hot water pressure washing for system cleaning. Aerosol control for operative protection.
HTM / ICRA Infection control in healthcare construction H-Class extraction and negative pressure air scrubbing in Class III and IV environments.

Industrial cleaning audit checklist

A facility cleaning compliance audit covers equipment, documentation and process. Key items to check:

Dust extraction equipment

  • Does every dust-generating task have a COSHH assessment naming the dust class required?
  • Does the extraction equipment carry an M-Class or H-Class classification mark?
  • Is the classification appropriate for the dust being extracted?
  • Is the machine connected directly to the tool for on-tool extraction tasks?
  • Are filters being replaced to the manufacturer's schedule?
  • Are dust bags being used rather than tipping loose dust?

Pressure washing and wash water

  • Is wash water being contained and not discharged to surface water or storm drains?
  • Does wash water containing oils, chemicals or suspended solids have a trade effluent consent?
  • Are pressure washers maintained and inspected under PUWER?
  • Are hot water machines used where temperature is required for effective cleaning or biological control?

Indoor air quality

  • Are low-VOC cleaning chemicals used in occupied environments?
  • Is M-Class extraction used for cleaning in occupied buildings?
  • Are air scrubbers used during and after construction or remediation work in occupied properties?
  • Is ventilation adequate during and after cleaning operations?

Documentation

  • COSHH assessments for each task and substance
  • Method statements naming the extraction equipment and its classification
  • Equipment inspection and maintenance records
  • Filter and bag replacement records
  • Trade effluent consent documentation
  • Health surveillance records for workers with regular hazardous dust exposure

Equipment by compliance requirement

COSHH Dust Extraction → M-Class and H-Class certified extractors. Classification mark on every machine.
Awaab's Law Equipment → H-Class extraction, AEROMAX air scrubbers and mould removal kits for social housing compliance.
IAQ 2027 Equipment → M-Class, H-Class and AEROMAX for the 2027 indoor air quality regulatory framework.
Hot Water Pressure Washers → Legionella control, biosecurity and food production cleaning. 80–95°C water temperature.
Trade Effluent Compliance → SEPA and EA wash water discharge requirements. Containment and consent guidance.
ICRA Healthcare Cleaning → H-Class extraction and negative pressure air scrubbing for hospital and care home construction.
