The UK nuclear decommissioning programme is managed by the Nuclear Decommissioning Authority (NDA) and regulated by the Office for Nuclear Regulation (ONR). The NDA is responsible for the decommissioning of 17 civil nuclear legacy sites across the UK -- including Sellafield (Cumbria), Dounreay (Caithness), Harwell (Oxfordshire), Windscale and others. The regulatory framework
Office for Nuclear Regulation (ONR)
ONR regulates nuclear safety, security, transport and safeguards across the UK civil nuclear industry under the Energy Act 2013 and the Nuclear Installations Act 1965. Nuclear licensed sites operate under a nuclear site licence that sets out licence conditions covering all aspects of site operation including decommissioning, contamination control and waste management. ONR inspectors have wide enforcement powers and nuclear safety non-compliances can result in site shutdown.
Ionising Radiations Regulations 2017 (IRR17)
IRR17 replaced the Ionising Radiations Regulations 1999 and is the primary radiation protection legislation for work with ionising radiation in the UK. It requires classification of workers into supervised and controlled areas, dose limits, personal dosimetry, local rules, radiation protection supervisors and radiation protection advisers. Cleaning operatives working in controlled or supervised areas of nuclear sites are subject to IRR17 requirements in addition to standard health and safety legislation.
Radioactive Substances Act and Environmental Permitting
Radioactive waste from decommissioning is regulated by the Environment Agency in England and SEPA in Scotland under environmental permitting frameworks. Contaminated cleaning waste -- dust, filters, wipes -- may be classified as radioactive waste and must be managed accordingly.
H-Class extraction in nuclear decommissioning
H-Class vacuum extraction with H14 HEPA filtration and sealed Type H disposal is the standard for vacuum cleaning in areas where radioactive particulate contamination may be present. The H14 HEPA filter captures 99.995% of particles at 0.3 microns -- the same filtration standard required for asbestos, mould and clinical environments, but deployed here to prevent radiological contamination from being re-released into the working environment during vacuuming.
In radiologically-controlled areas, the vacuum equipment itself may become contaminated during use and must be managed as potentially contaminated equipment -- including decontamination procedures before removal from the controlled area and management as radioactive waste if contamination cannot be removed. This is a site-specific requirement governed by the nuclear site licence conditions and local rules.
For non-controlled areas of nuclear sites -- car parks, access roads, general facilities, offices, welfare facilities -- standard industrial cleaning equipment is appropriate. H-Class extraction is the specification for dusty maintenance work in non-controlled areas of nuclear sites for the same COSHH and CDM reasons as any other industrial site.
